河南省国家储备林建设与实施举措探讨

Discussion on Construction and Implementing Measures of National Reserve Forest in Henan Province

国家储备林是为了保障木材安全、缓解珍稀树种及一般树种大径级材结构性短缺而建立的。河南省是林业大省,但现有的木材总量,尤其是大、特大径级木材储备已经无法满足社会经济发展需求,加快国家储备林建设,实施国家储备林制度,对增强河南省木材供给能力、维护国家木材安全意义重大。在总结河南省国家储备林经营管理现状的基础上,对其存在的问题进行分析和归纳,同时针对性地提出了相应措施,以期为河南省国家储备林工程后续发展提供参考。

The national reserve forest is established to ensure the safety of timber and alleviate the structural shortage of large-diameter timber of rare and common tree species.Henan Province is a large forestry province,but the existing total amount of timber,especially large and extra large-scale timber reserves,has been unable to meet the needs of social and economic development in Henan Province.Speeding up the construction of national reserve forest and implementing the national reserve forest system has great significance to enhance the wood supply capacity of Henan Province and maintain the national wood security.Based on the summarization of the current situation of operation and management of national reserve forest in Henan Province,this paper analyzes and concludes the existing problems and then proposes with directed attention the corresponding countermeasures,in order to provide references for the follow-up development of national reserve forest project in Henan Province.
