黄河上游区域向西开放的模式创新:“三重开放”同时启动与推进

Research on Mode Innovation of Westward Opening in Upper Reaches of Yellow River:Threefold Openness Launched and Promoted Simultaneously

黄河上游区域开放发展的不平衡、不充分是制约我国新一轮高水平开放和经济高质量发展的瓶颈,也是推动黄河流域生态保护和高质量发展的短板。基于“斯密动力”的区域开放模式的比较和开放发展初始条件的理论分析表明,我国黄河上游区域向西开放更适合于选择区域内开放、区际开放和国际开放即“三重开放”同时启动和推进的开放模式;利用“熵值法”测度的2003—2018年黄河上游区域开放水平的实证结果显示:“一带一路”倡议作为重要初始条件在黄河上游区域向西开放过程中发挥重要作用,而通过破解对内开放不足和区际开放滞后的困境来加快向西开放步伐,是黄河上游区域实现以高水平开放推动高质量发展的有效途径。

The unbalanced and inadequate development of opening in the upper reaches of Yellow River is not only a short board of promoting ecological protection and high quality development in the Yellow River Basin, but also momentous bottleneck that restricting China’s new round of high-level opening-up and high-quality economic development. Through comparison of the regional opening mode and analysis of the opening and initial developing conditions of the upper reaches of Yellow River from the perspective of "Smith dynamics", this paper points out that the key of westward opening in upper reaches of Yellow River of china counts on an opening mode innovation that opening-up to the regional interior, regions in domestic market and international countries and regions simultaneously, in other word, a mode innovation that start threefold openness at the same time. The empirical research of the opening-up level of the upper reaches of the Yellow River in 2003-2018 measured by the "entropy method" show that as an important initial condition, the "one belt, one road" plays an important role in the process of westward opening in the upper reaches of the Yellow River,and it is an effective way for upper reaches of Yellow River of China to promote high-quality development through high-level opening by solving the dilemmas of insufficient opening to the regional interior and inter regions in domestic market to promote westward opening.
