摘要
如何合理有效地治理中小制造企业污染,已经成为我国环境治理中亟待解决的问题。鉴于多元主体直接介入中小制造企业污染治理的低效性,本文旨在借助供应链核心企业的主导优势,探索多元主体作用于核心企业参与治理的新路径。在界定中小制造企业污染治理相关主体的基础上,运用行动者网络理论,根据转译过程剖析“供应链+多元主体”视角下中小制造企业污染共治路径的内在机理和形成逻辑,明晰其特征,并进一步依据多元主体作用方式的不同(施加压力、提供资源)设计共治机制。“供应链+多元主体”视角下中小制造企业污染共治路径与机制的研究,为中小制造企业污染治理提供了新的分析思路,有助于推动我国生态环境改善。
How to reasonably and effectively govern the pollution of small and medium-sized manufacturing enterprises has become an urgent problem in China’s environmental governance. The way that multiple subjects directly intervene in the pollution governance of small and medium-sized manufacturing enterprises is inefficiency, which results in our consideration of the leading role of the core enterprise in supply chain. This paper proposes a new participating path of multiple subjects, where multiple subjects join co-governance through the core enterprise. On the basis of defining subjects related to pollution governance of small and medium-sized manufacturing enterprises, this paper adopts Actor-Network Theory(ANT) to analyze the internal mechanism and formation logic of pollution co-governance path from the perspective of "supply chain + multiple subjects" according to the translation process, and clarifies its characteristics. Furthermore, the co-governance mechanism is designed according to the different action modes of multiple subjects(exerting pressure and provide resources). This research will provide new analytical ideas for pollution governance of small and medium-sized manufacturing enterprises and help to improve China’s ecological environment.
