摘要
指出了自“十三五”以来,辽宁省围绕全省监督执法,持续强化污染源监测,持续推进排污企业自行监测及信息公开;按照属地管理原则,明确各级县环保部门开展污染源监督性监测的主体责任,强化省级环保部门的监督性监测抽测及监督检查职权,在环境管理方面发挥了不可替代的作用。总结了“十三五”以来辽宁省污染源监管工作情况,根据国家生态环境监测规划发展要求,结合辽宁生态环境监测现在仍存在的问题,对“十四五”期间辽宁省污染源监管的发展提出了几点建议。
Since the"13th Five-Year Plan",Liaoning province has continued to strengthen the pollution sources supervision and promoted the self-monitoring and information disclosure of pollution enterprises.In accordance with the principle of territorial management,the main body of environmental protection departments at all levels and counties has clarified responsibilities on pollution sources supervision.The supervisory monitoring and supervision and inspection powers of the provincial environmental protection departments are strengthened,which plays an irreplacea ble role in environmental management.Based on the summary of the pollution source supervision work in Liaoning province since the"13th Five-Year Plan",according to the requirements of the National Ecological Environmental Monitoring Planning and Development,and combined with the present and existing problems of Liaoning Ecological Environmental Monitoring,this paper analyzes the current situation of the pollution source supervision work in Liaoning Province.Some suggestions on the development of pollution source supervision in Liaoning Province during the period of the"14th Five-Year plan"are put forward.
