摘要
在航天产品项目经费的管理过程中,研究院为了实现航天事业的可持续发展,启动了项目经费全生命周期策划,建立了一整套闭环管理控制体系,其中包括策划、管控、评价、改进等多个步骤,这项工作的展开可以加强对风险的防控,促进研究院节约研究成本,协调分配布置资源,推进激励制度的运行。我们应持续推进项目经费管理,积累经费管理经验,建设项目经费管理制度,提高航天产品项目经费管理水平,促进航天科研事业的进步与发展。
In the process of managing aerospace product project funds,in order to realize the sustainable development of the aerospace industry,the Institute initiated the whole life cycle planning of project funds and established a complete set of closed-loop management and control system,including planning,management and control,evaluation and improvement.The development of this work can strengthen the prevention and control of risks,save research costs,coordinate the allocation of resources,and promote the operation of the incentive system.We should continue to promote project funding management,accumulate funding management experience,build project funding management system,improve the management level of aerospace product project funding,and promote the progress and development of aerospace scientific research.
