摘要
本文以国家电网有限公司下属某市级供电企业应急能力建设为研究对象,构建了供电企业应急能力评估指标体系,通过AHP层次分析法确定了预防与应急准备、监测与预警、应急处置与救援、事后恢复与重建等评价指标的权重和隶属度。在此基础上运用模糊综合评价法,对该市级供电企业的应急能力建设进行评估,评估结果显示该企业应急能力建设在“好”等级的隶属度为0.7831,根据最大隶属度原则,该市级供电企业等级为“好”。本文研究对于指导我国电力企业应急能力建设有一定参考意义。
This paper takes the construction of emergency capacity of a municipal power supply enterprise under State Grid Co.Ltd.as the research object,establishes the evaluation index system of emergency capacity of power supply enterprise,and determines the weight and subordination degree of evaluation indexes such as prevention and emergency preparedness,monitoring and early warning,emergency disposal and rescue,post-recovery and reconstruction through AHP analytic hierarchy process.On this basis,the emergency capacity building of the city-level power supply enterprise is evaluated by using the method of fuzzy comprehensive method.The evaluation results show that the subordinate degree of the emergency capacity building of the city-level power supply enterprise is 0.7831 in the"good"level.According to the principle of maximum subordinate degree,the level of the city-level power supply enterprise is"good".This study has a certain reference significance for guiding the construction of emergency response capacity of power enterprises in China.
