基于DEA的高速公路运营管理和养护成本的效率研究

The Efficiency of Expressway Operation Management and Maintenance Cost Based on DEA Model

高速公路的运营管理和养护成本支出直接影响通行费收支缺口以及债务余额规模。本文根据相关省市交通运输主管部门发布的年度收费公路统计公报数据,在研究2016~2018年相关省市高速公路的投入和产出现状基础上,运用基于决策单元的数据包络分析法(DEA)建立了高速公路管养成本效率模型,最后结合实际案例对模型进行初步验证,并从优化成本投入配置方面提出相应措施,解决成本冗余和收入不足等问题。

The operating management and maintenance costs of expressways directly affect the toll revenue and expenditure gap and the debt balance scale.Based on the annual toll road statistical bulletin data issued by the relevant provincial and municipal transportation authorities,this article uses the Data Envelopment Analysis(DEA)based on the decision-making unit on the basis of studying the input and output status of the relevant provinces and cities from 2016 to 2018,establishes a cost efficiency model for expressway management and maintenance,and finally conducts preliminary verification of the model based on actual cases,and proposes corresponding measures from the optimization of cost input allocation to solve the problems of cost redundancy and insufficient revenue.
