摘要
近年来,各地都开展了不同程度的旧建筑改造工程。但由于老建筑区域改造项目数量较多,各建筑区域改造需求不同,项目目标具有定制化需求、投资有限、时效性强、供大于求的特点。这对政府提高这些项目的性能提出了挑战。如何在兼顾供给效率的同时快速响应群众的个人需求,成为政府保障工程必须解决的首要绩效问题。在此基础上,本文以天津大型老建筑的功能改进和改造项目为研究对象,探讨了“做什么”和“如何”的问题模块化理论在此类项目的运作。
In recent years,old building renovation projects of varying degrees have been carried out in various places.However,due to the large number of renovation projects in the old building area,the needs of the renovation of each building area are different,and the project objectives have the characteristics of customized demand,limited investment,strong timeliness and oversupply,which poses a challenge for the government to improve the performance of these projects.How to quickly respond to the individual needs of the masses while taking into account supply efficiency has become the primary performance problem that the government guarantee project must solve.On this basis,this article takes the functional improvement and renovation projects of large old buildings in Tianjin as the research object,and discusses the operation of modularity theory in such projects as the"what"and"how"issues.
