基于鱼骨分析法的装备作战试验组织实施阶段矛盾问题分析

Contradiction Analysis of Equipment Operational Test Organization and Implementation Stage Based on Fishbone Analysis Method

部队作为具体承试单位,是装备试验鉴定中的支撑性力量。目前,我军装备作战试验正在逐步开展,越来越多的装备试验任务依托部队进行,而部队在遂行装备试验任务时遇到许多新的矛盾和问题。认清现状与问题,有利于我们在规划建设中把握重点,提升试验鉴定质量。本文通过鱼骨分析法对装备作战试验部队阶段的矛盾问题进行分析,采取头脑风暴方法,集思广益、发挥团队集体智慧,深挖每层矛盾问题,并绘制鱼骨图,寻找关键的少数因素,最后根据这些关键少数因素,提出解决措施。

As a specific test unit,the army is the supporting force in equipment test and appraisal.At present,the PLA's equipment test is being carried out step by step,and more and more equipment test tasks rely on troops,who encounter many new contradictions and problems in carrying out equipment test tasks.Recognizing the current situation and problems is helpful for us to grasp the key points in planning and construction and improve the quality of test appraisal.In this paper,the contradiction problems in the stage of equipment operational test troops were analyzed by fishbone analysis method.Brainstorm method was adopted to gather wisdom and give full play to the collective wisdom of the team.Each layer of contradiction problems were deeply dug,and fishbone diagram was drawn to find out the key few factors.
