促进科技成果转化的经验探索——基于大众创业万众创新示范基地的实践研究

Experiences in Promoting the Transformation of Scientific and Technological Achievements: Practice Research Based on Mass Entrepreneurship and Innovation Demonstration Base

运用文献调研、案例分析等方法明确科技成果转化难点,选取大众创业万众创新示范基地在高校与地方共建研究院、创建全球科技研发中心、混合所有制新型研发机构建设、成立混合所有制公司、专业化封闭式园区运营等五方面的经验模式进行解析,对比分析不同模式的特点和适用情况,为创新决策提供参考。研究结果显示:科技成果转化是一项系统性复杂工程,转化过程存在较大的不确定性和风险,集中体现在科学与生产需求结合难、政策配套难完善、机构协作机制难,大众创业万众创新示范基地经过几年的实践探索了典型经验和模式,为地方提供经验借鉴,但创新主体需要根据自身不同的特点进行选择。

This paper uses the methods of literature research and case analysis to make clear the difficulties in the transformation of scientific and technological achievements,selects the experience models of mass entrepreneurship innovation demonstration base in five aspects:co-construction and research institutes in colleges and universities,establishment of global science and technology research and development center,construction of new R&D institutions of mixed ownership,establishment of mixed ownership company and operation of specialized closed park,etc.The results show that the transformation of scientific and technological achievements is a systematic and complex project,there are great uncertainties and risks in the process,the difficulties are mainly reflected in the difficulty of combining science and production demand,the difficulty in perfecting the supporting policies,and the difficulty in the mechanism of institutional cooperation.After several years of practice,the mass entrepreneurship and innovation demonstration base has explored many experiences and models to solve the difficulties in the transformation of scientific and technological achievements,providing experience for local governments,but the main body of innovation needs to be selected according to its own characteristics.
