摘要
边疆民族地区公共文化服务表现出供给主体、供给方式和供给结果的碎片化特征,制约了公共文化服务均等化的实现和公共文化建设的跨越式发展。整体性治理理论在边疆民族地区治理中展现出极强的适应性,其协调和整合的核心思想,为边疆民族地区公共文化服务整体性供给从厘清治理的逻辑思路、强化政府主导作用、明确府际供给责任、建立整体性协同供给机制等方面提出了治理方略。通过公共文化服务的整体性机制建设,边疆民族地区将打造需求导向、资源整合、统筹协调、量多质优的公共文化服务供给体系。
The public cultural services in border areas with mainly ethnic minority populations tend to be fragmented in supply entities,means and results,which has greatly hindered the implementation of equitable access to public cultural services and the leapfrog advances in public cultural building.The philosophy of holistic governance has shown strong adaptability in the governance of the border areas with mainly ethnic minority populations,whose core ideas of coordination and integration offer a governance policy for the overall supply of public cultural services in the areas,featuring clarifying the logic of governance,strengthening the leading role of the government,defining clearly the supply responsibilities between governments,and establishing a holistic and coordinated supply mechanism,etc.On the basis of a holistic mechanism for public services,a public cultural service supply system featuring demand-oriented,resource integration,holistic planning and coordination,sufficiency and high quality will be created in the border areas with mainly ethnic minority populations.
