摘要
在思考我国城市发展战略和TOD价值的基础上,归纳了轨道车站地区TOD发展中的主要问题,对推动TOD效应面临的"利益分离、建设时序、规划滞后、政策规范"四个方面的症结进行分析,提出试点"轨道+物业"的开发模式,建立站区利益共同体,设计"车站特别区",打造车站公共中心及步行系统等主要路径,以期推进本土特点的TOD实效。
Based on reflection of Chinese urban development strategy and the value of TOD,the paper summarized main TOD problems in urban rail station areas in China,analyzed four key aspects:interest separation,construction sequence,planning lag and policy standardization,in promoting the TOD effect,and proposed the path as conducting the mode of"rail+property",establishing the shared-benefit group of station areas,designing the special TOD zone,building station-linked public centers&walkable systems,to promote the effectiveness of TOD with local characteristics.
