自2018年开展国家生态文明试验区建设以来,海南省以生态文明体制改革、陆海统筹保护发展、生态价值实现机制、清洁能源优先发展为战略定位,在生态环境改善、产业结构调整、基础设施建设等方面积极探索,取得显著成效。在绿色金融支持生态文明建设的背景下,建设好发展好碳金融市场,是海南省推进生态文明建设的重要实现途径。当前海南省碳金融市场存在生态环境和政策条件双重发展优势,但由于缺乏明确可行的市场建设实施方案和路径等因素,市场发展体制机制亟待完善。为此,应积极探索碳金融市场法律框架和市场规则,逐步构建海南省蓝碳生态系统,深入推进海南自由贸易港生态文明建设。

Since the construction of the National Ecological Civilization Pilot Zone in 2018,Hainan has taken the strategic positioning of ecological civilization system reform,integrated protection and development of land and sea,ecological value realization mechanism,and priority development of clean energy.Active exploration has been made in improving ecological environment,adjusting industrial structure and constructing infrastructure,and remarkable results have been achieved.In the context of green finance supporting the construction of ecological civilization,building a well developed carbon financial market is an important way for Hainan Province to promote the construction of ecological civilization.The current carbon finance market in Hainan Province has the dual development advantages of ecological environment and policy conditions.However,due to the lack of clear and feasible market construction plan and path,the market development system and mechanism need to be improved urgently.To this end,it is necessary to actively explore the legal framework and market rules of the carbon financial market,gradually build a blue carbon ecosystem in Hainan Province,and further promote the ecological civilization construction of Hainan Free Trade Port.
