人类命运共同体视域下的中国人道主义调停——以罗兴亚人危机为例

On China’s Humanitarian Mediation from the Perspective of Community of Shared Future for Mankind:Taking Crisis of Rohingya People as an Example

当前,战争、灾害、贫困等问题仍然是国际社会面临的治理难题,由此而引发的人道主义危机依然严峻。国际社会的调停在解决某些地区冲突以及应对其引发的人道主义危机过程中发挥了重要的作用。西方倡导的“保护的责任”与中国倡导的基于“人类命运共同体”理念逐渐形成的人道主义调停原则,成为解决地区冲突所引发的人道主义危机的主要方案。在研究“保护的责任”存在的缺陷基础上,系统性阐述中国人道主义调停原则,并以中国在罗兴亚人问题上的人道主义调停实践为例总结经验。

Currently,the international community still faces problems of war,disaster and poverty,etc.,and the humanitarian crisis caused by them remains serious.The mediation of the international community plays an important role in solving conflicts in certain regions and in responding to the humanitarian crises that have arisen.The“responsibility of protection”advocated by the west and the humanitarian mediation principle based on the thought of“Community of Shared Future for Mankind”advocated by China have become the main solution to the humanitarian crisis caused by regional conflicts.By studying the defects of“the responsibility of protection”advocated by the west,this paper systematically expounds the principles of China’s humanitarian mediation,and summarizes the experience of China’s practice of humanitarian mediation on the Rohingya issue.
