新冠肺炎疫情之下船员换班问题的思考

Thoughts on Crew Shift under the COVID-19

受新冠肺炎疫情影响,全球多个国家限制或直接禁止船员的更换,部分海员被困在船上无法换班,影响着他们的身心健康。如果不能及时更换海员,由海员疲劳和压力而导致的潜在的重大海上事故就可能发生,这将给船舶安全带来巨大隐患,给航运企业带来巨大的损失,同时这将进一步给全球生产物资的供应链安全带来威胁。因此,采取适合当前疫情的手段,逐步恢复船员正常换班,对于船员和航运企业来说是非常迫切需要解决的问题。

Affected by COVID-19,crew shift has been restricted or directly prohibited in many countries around the world.Many seafarers are trapped aboard ship and cannot change shifts,which affects the physical and mental health of thousands of crew members.If seafarers can not be replaced in time,the potential major maritime accidents caused by seafarers'fatigue and pressure may occur,which will bring huge hidden dangers to ship safety and huge losses to shipping enterprises,and further threaten the supply chain security of global production materials.Therefore,it is a very urgent problem for the crew and shipping enterprises to take measures suitable for the current epidemic situation and gradually resume the normal shift of crew.
