新时代社会治理的建设路径探析——基于习近平关于社会治理重要论述的思考

On the Construction Path of Social Governance in the New Era--Based on Xi Jinping's Exposition on Social Governance

党的十八大以来,以习近平同志为核心的党中央高度重视社会治理,立足国内国外两个大局,审"时"度"势",紧紧围绕社会主义治理现代化这个实践主题,不断探索符合中国国情的社会治理建设路径,走出了一条中国特色社会主义社会治理之路,形成了内涵丰富、影响深远的社会治理思想。但面对国际愈加波谲云诡的形势,面对国内日益复杂多变的矛盾问题,发展和完善中国特色社会治理之路仍然任重道远,需要站在新的历史起点上再出发再奋进,要以"人民至上"理论自觉与实践自觉相统一、推进社会治理体系和治理能力现代化、构建既充满活力又和谐有序的现代化社会为目标旨向,加强和改进党的全面领导,把改善民生与创新社会治理良性循环作为路径选择,夯实基层社会治理基础,以新科技为支撑,建构活力与秩序兼具的中国特色社会治理共同体,不断完善中国特色社会主义社会治理体系,确保人民安居乐业、社会安定有序、国家长治久安。

Since the 18 th National Congress of the Communist Party of China,the CPC Central Committee with Comrade Xi Jinping as the core has attached great importance to social governance,based on the overall situation home and abroad,reviewed the“time”and“situation”,closely focused on the practical theme of socialist governance modernization,constantly explored the path of social governance construction in line with China's national conditions,embarked on a road of socialist social governance with Chinese characteristics,and formed a social governance thought with rich connotation and far-reaching influence.However,faced the increasingly complicated international situation and contradictions in China,there is still a long way to go to develop and improve social governance with Chinese characteristics.It is necessary to stand at a new historical starting point and forge ahead,and to unify the theoretical consciousness of“people first”with the practical consciousness,promote the modernization of social governance system and governance capacity,and build a modern society full of vitality,harmony and order,and strengthen and improve the overall leadership of the Party.We must take the virtuous circle of improving people's livelihood and innovating social governance as the path choice,consolidate the foundation of grassroots social governance,and build a social governance community with Chinese characteristics with vitality and order supported by new science and technology.
