山西开展能源革命综合改革试点是一场涉及思想解放、方式转变、动力转换、体制机制、资源配置等的一系列深层次、全方位的变革。阐述了山西推进能源革命综合改革试点的背景和意义,以争当全国能源革命排头兵为战略定位,围绕山西建设煤炭绿色开发利用基地、非常规天然气基地、电力外送基地、现代煤化工示范基地、煤基科技创新成果转化基地五大基地,提出在世界能源转型大背景下,推进山西能源革命综合改革试点、打造能源革命排头兵的主要改革路径和政策建议。

The pilot of comprehensive reform of energy revolution in Shanxi Province is a series of deep and all-round changes involving ideological emancipation,mode transformation,power transformation,system and mechanism,resource allocation,etc.This paper expounds the background and significance of promoting the com⁃prehensive reform pilot of energy revolution in Shanxi Province,the strategic orientation of striving to be the pace⁃setter of the national energy revolution and the construction of Shanxi’s five bases,including the base of green de⁃velopment and utilization of coal,the base of unconventional natural gas,the base of power transmission,the base of modern coal chemical industry demonstration and the base of transformation of coal-based scientific and technological innovation achievements.Under the general background,it puts forward the main reform paths and policy suggestions for promoting the comprehensive reform pilot of Shanxi energy revolution and building the van⁃guard of energy revolution.
