双高建设要把准内涵、精准施策

On Accurate Connotation Comprehension and Precise Policy-implementation and of High-level Construction

中国特色高水平高职学校和专业建设计划(简称"双高计划")做为党中央国务院的重大决策,是新时代职业教育大棋中的关键而重要的一着。我们必须正确把握"一加强、四打造、五提升"的改革发展任务,务必交出优秀答卷。同时,我们必须把握学校和专业群两类布局的重要意义,紧紧抓住专业群这个基础,力争在技术技能人才培养和技术服务创新上实现高水平。在此基础上,我们要鼓励创新,激励各学校从实际出发,树特树优,全面打造样板,形成双高建设百花园,调动各方力量,形成双高建设大格局。

As a major policy decision by the Central Committee of the Communist Party of China and the State Council, the plan with Chinese characteristics for construction of high-level higher vocational institutes and majors(hereinafter referred to as "high-level plan" for short) is a key important move in the chess game of new-era vocational education. We shall correctly grasp a reform and development task of "One-reinforcement, Four-creation and Five-promotion" to see to it that an excellent answer is made. Meanwhile, we shall grasp the significance of two types of construction layout for institutes and major groups, and make every effort to achieve high-level skilled talents training and technological service innovation solidly grounded on major groups. From this on, we shall encourage innovation and motivate all vocational institutes so as to build a garden of high-level construction by setting up special and excellent examples to make a construction model in every aspect from reality, as well as create a large layout for high-level construction by mobilizing all walks of social life.
