摘要 为解决传统民航安保方法对物不对人带来的局限性,提升安保措施的有效性和安保水平,提出了以人为核心的民航旅客异常行为识别技术,以及基于层次分析法和证据理论的旅客危险性评价方法。首先通过对大量实际案例的分析总结,归纳得出具体的识别指征,构建民航旅客异常行为识别指标体系;之后利用层次分析法与证据理论相结合的方法,对旅客的危险性进行评价判断,以达到识别潜在危险人员、对突发事件监控和预警的目的。最后通过实际案例的分析应用,验证了该体系可以有效识别出旅客的异常行为及其危险性。 The given paper intends to propose a kind of humanfocused civilian aviation passenger anomalous behavior recognition technology and the risk assessment method for the passengers based on the evidence theory and the analytic hierarchical process(AHP)so as to solve the limitations of the traditional civil aviation security measures and enhance the security inspection effectiveness of the baggage items rather than towards the passengers.To achieve the purpose,we have,first of all,managed to accomplish the specific anomalous behavior identification indications based on the analysis results of the innumerous cases collected of the authentic abnormal behaviors,which can have been made optimized based on the Delphi Method and the expert evaluation opinions.Thus,it has been made possible for us to build up a civilian aviation passenger abnormal behavior recognition index system,including 31-st level indicators,known as the apparent indications,the discriminating indications and the other indications concerned with 102-nd level indicators.And,next,we have worked out and proposed an integrated D-S with AHP method based on the summery of the particularities of the passengers’abnormal behavior recognition in solving the uncertain or indefinite multi-attribute decision-making problems.And,next,we have summarized and determinated the corresponding comparison and assessment matrix by reasonable application of the weights of the indexes in reference to the experts’judgment of the AHP.Thus,combined with the experts’scoring results of the various indicators and the danger level assessments with the weight vector,we have built up an evaluation system model in accordance with the evidence theory in organizing the original evidences of D-S evidence fusion so as to assign the basic probability assignment(BPA)of the indicators and gain the passengers’actual risk level via the combination rules of D-S.Furthermore,the expertise can also be used to evaluate and determine the risks or dangers for the purpose to identify the potentially reckless people and monitoring as well as the early warning emergency.Thus,finally,through the analysis and application of the actual sampling cases,the results of the operation have been used to identify the civil aviation passengers’abnormal behaviors and the corresponding risk-confronted liabilities can be dealt with the ambiguity and uncertainty in the recognition process in accordance with the actual situation properly and effectively.
