东北振兴背景下设立东北亚区域金融中心研究

Research on Establishing the Northeast Asia Regional Financial Center Under the Background of Northeast Revitalization

随着新冠肺炎疫情席卷全球,宏观经济环境愈发复杂多变,东北亚区域合作的有利条件不断累积,进一步加强东北亚各国合作、设立东北亚区域金融中心面临前所未有的机遇,更具有非常重要的战略意义。2019年12月,习近平总书记对东北振兴提出新的思路和要求,要有效整合资源,打造对外开放新前沿。在此背景下,辽宁应充分利用其得天独厚的区位优势,顺应新一轮东北振兴发展机遇,尽快设立东北亚区域金融中心。本文在借鉴国内外区域金融中心设立的经验基础上,深入分析建立东北亚区域金融中心的现实基础和挑战,研究设立区域金融中心的路径选择并提出政策建议。

With the COVID-19 epidemic sweeping the world,the macroeconomic environment is becoming more complex and changeable,and the favorable conditions for regional cooperation in Northeast Asia continue to accumulate.Further strengthening cooperation among countries in Northeast Asia and setting up regional financial centers in Northeast Asia are facing unprecedented opportunities,which is of great strategic significance.In December 2019,President Xi Jinping put forward new ideas and requirements for the revitalization of Northeast China to integrate resources effectively and create a new frontier for opening up.In this context,Liaoning should make full use of its unique location advantages,comply with the new round of Northeast revitalization and development opportunities,and establish the Northeast Asian regional financial center as soon as possible.Based on the experiences of domestic and foreign regional financial centers,this paper analyzes the realistic foundation and challenges of establishing a regional financial center in Northeast Asia,examines the path of setting up a regional financial center,and makes policy suggestions.
