近年来,随着国家经济的高速发展,市场贸易往来频繁,商品包装需求逐年增多,相应地,包装用纸需求也逐年提高,成为供不应求的少有几个品种之一。废纸,尤其是进口废纸是生产包装用纸的主原料之一,大部分包装用纸全部由废纸为原料生产的。2012年曾进口废纸达3007万吨,进口废纸浆量占总用浆量的比例为25.7%。2021年起,中国将全面禁止废纸进口。那么,每年2000多万吨进口废纸浆的原料缺口如何弥补呢?
