摘要 本文针对金属非金属矿山安全标准化体系及信息系统难以有效推动落实的难题,提出"安全管理流程化,管理流程表单化"思想,开展了矿山安全标准化体系流程化表征方法研究。分析并构建了矿山安全标准化体系各子要素间的内在逻辑关系,确定了危险源辨识与风险评价及安全检查两个核心要素的相关业务,提出了矿山安全标准化体系流程化表征方法,并对两个核心要素的业务流程进行了流程化表征,确定了各个业务流程附属表单的主要内容。通过矿山安全标准化体系流程化表征,将矿山人机环管多维因素纳入业务工作流,通过工作流驱动矿山安全标准化体系PDCA持续运行,也为矿山安全标准化信息管理系统开发奠定基础。 In order to solve the problems that the safety standardization system and its information system haven t been effectively utilized in metal and non-metal mines,the process characterization method of safety standardization system was investigated.The internal logical relationship between the sub-elements of mines safety standardization system was established and the related procedure of two critical elements including the hazard identification,risk assessment and safety inspection was determined.Then,the method of process characterization was introduced and used to characterize the procedure of two critical elements and the main contents of the subsidiary forms were determined.Based on the process characterization method,the multi-dimensional factors including man,machine,environment and management were incorporated into the procedure workflow.The PDCA loop of mines safety standardization system can achieve good and effective operation driven by the procedure workflow.The process characterization method can also supply essential instruction for the development of all information systems related to mines safety standardization in metal and nonmetal mines.
