内蒙古地矿集团厂办大集体工安置难点及对策

Difficulties and countermeasures of collectively owned factories workers placement in Inner Mongolia Geology and Minerals(Group)Limited

随着社会主义市场经济体制的完善和地勘行业国有企业改革的深化,内蒙古地质矿产(集团)有限责任公司所属厂办大集体企业全部关停破产。在厂办大集体改革中如何对大集体工进行妥善安置是最核心、最棘手的问题。本文回顾了内蒙古地矿集团厂办大集体工安置情况,从2009年至今为348名大集体工在属地补助缴纳养老保险和医疗保险费用总计3 755.6万元。目前安置工作存在安置费用全部自筹承担,资金压力大、改革成本高的难点;还存在大集体工档案难以实现全部社会化管理等难点。在对国家相关法律和厂办大集体工安置政策解读的基础上,提出了解决对策:理清劳动关系,不再承担厂办大集体工两项保险费用;企业关怀帮扶实现信访维稳;突破档案移交难点,实现档案全面社会化管理;争取政府部门支持,获得国有企业改革优惠政策。

With the improvement of the socialist market economic system and the deepening of the reform of state-owned enterprises in geological prospecting industry,all collectively owned factories of Inner Mongolia Geology and Minerals(Group)Limited closed down and went bankrupt.In the reform of the collectively owned factories,how to properly arrange the workers is the core and the most difficult problem.This paper reviews the placement of workers in collectively owned factories in our enterprise,from 2009 to now,348 workers have been subsidizing and paying 37.556 million yuan of endowment insurance and medical insurance expenses in their territory.At present,there are some difficulties in the resettlement work,such as self-financing of resettlement expenses,high fund pressure and high reform cost;there are also difficulties in realizing all social management of collectively owned factories workers files.Based on the interpretation of the relevant national laws and the resettlement policy of workers in collectively owned factories,the countermeasures are put forward:straightening out the labor relations and no longer bearing the two insurance costs of workers in collectively owned factories;enterprising care and helping to maintain stability of letters and visits;breaking through the difficulties of archives transfer and realizing the comprehensive socialized management of personnel files;striving for the support of government departments and obtaining preferential policies for the reform of state-owned enterprises.
