基于多要素视角的矿产资源节约集约利用水平评估 被引量:4

摘要 根据2016~2018年度对浙江省内53座典型露天开采矿山的跟踪调研,分析矿产资源节约集约利用水平现状,经多批次的专家咨询、研讨,确定了矿产资源节约集约利用水平评价指标项和评价标准值计算方法,结合专家打分方式确定各项指标权重,构建了评价指标体系。通过对选取的典型矿山试点评估,探讨评价指标体系的科学合理性。结果显示,由评价体系得出的评估值与矿山企业的开发利用实际情况较为吻合,能够客观地反映出矿山企业的资源节约集约利用水平。以此可建立矿产资源节约集约利用水平评价机制,定期开展系统性评价工作,为建立矿政管理考核和监管提供依据。 According to the follow-up survey of 53 typical open-pit mining mountains in Zhejiang province in 2016-2018,the status of mineral resource saving and intensive utilization level was analyzed.After consultation and discussion of multiple batches of experts,the evaluation index items of mineral resource saving and intensive utilization level were determined.The evaluation standard value calculation method,combined with the expert scoring method to determine the weight of each index,constructed an evaluation index system.Through the evaluation of the selected typical mine pilots,the scientific rationality of the evaluation index system is discussed.The results show that the evaluation value obtained by the evaluation system is in good agreement with the actual development and utilization of mining enterprises,which can objectively reflect the resource-saving and intensive utilization level of mining enterprises.In this way,an evaluation mechanism for the level of conservation and intensive use of mineral resources can be established,and systematic evaluation work can be carried out on a regular basis to provide a basis for the establishment of assessment and supervision of mining administration.
