摘要
城管与摊贩在长期的互动中逐渐形成了相互融入的合作关系,但由于长久以来公众对城管及其执法形成的固有印象,人们很难关注到冲突遮掩之下的合作互动。论文通过对城管与摊贩之间合作状况的归纳和描绘,从城管与摊贩两个方面展现双方的合作图景。这种合作关系的形成是多种因素综合作用的结果,其中的关键是城管执法技术的改良。技术改良贯穿在从执法前端到执法末端的执法过程中,具体通过优化执法程序、转变执法策略、约束执法过程、扩充执法力量以及塑造执法形象等方面优化执法,带来了双边合作的可能性,创建了有利于合作的情境。对城管执法合作及其技术机制的分析能够更好地理解治理技术的变化对治理过程以及对治理结果的塑造意义。
Urban management administration and street vendors have gradually formed a cooperative relationship of mutual integration in the long-term interactions.However,due to the long-term public inherent impressions of urban management administration,it is difficult to pay attention to the cooperative interaction under the cover of conflict.By summarizing and depicting the cooperation between urban management administration and street vendors,the thesis presents a whole picture of cooperation between the urban management administration and street vendors.The formation of this cooperative relationship is the result of combined action of various factors,the key to which is the improvement of urban management law enforcement technology.Technical improvement runs through the entire law enforcement process from the front end of the law enforcement to the end of it.By optimizing the law enforcement procedures,changing the law enforcement strategy,constraining the law enforcement process,expanding the law enforcement force,shaping the law enforcement image,which created a cooperative environment,it has brought the possibility of bilateral cooperation.The analysis of the cooperation of urban management law enforcement and it’s technical mechanism can better help underst and the significance of the changes in governance technology that shapes governance processes and governance outcomes.
