区块链技术在海事领域的应用与思考

The Application of Blockchain Technology on Maritime and Related Consideration

区块链是近几年的研究热点,而且越来越受到政府层面的重视。习近平总书记在中共中央政治局第十八次集体学习时强调,要把区块链作为核心技术自主创新的重要突破口,明确主攻方向,加大投入力度,着力攻克一批关键核心技术,加快推动区块链技术和产业创新发展。当前,区块链受到各行各业的广泛关注。互联网、金融、保险等领域相继推出了自己的区块链项目。在此背景下,海事领域也应探索区块链的应用。针对海事监管的特性,结合区块链去中心化、去信任、多点维护、不可篡改和可追溯的特点,文中将探讨区块链+海事的应用前景,同时就可能存在的风险作出分析并提出防范措施。

Blockchain is a hot issue for research in the recent years,and it is attached more and more importance by the government.During the 18th collective study of the CPC Central Committee Political Bureau,General Secretary Xi Jinping emphasized that the blockchain should be used as an important breakthrough for the independent innovation of core technologies.The blockchain technology and industrial innovation development should be accelerated through figuring out the main direction for efforts and increasing investment aiming at overcoming a batch of key core technologies.At present,blockchain has received wide attention from all circles of life.The Internet,finance,insurance and other relevant fields have successively launched their own blockchain projects.In this context,the maritime administration should also make explorations in the application of blockchain.In view of the features of maritime administration,combined with the characteristics of blockchain decentralization,removal of trust,multi-point maintenance,nontampering and traceability,this paper probes into the prospects for the application of blockchain+maritime administration,analyzes the possible risks as well as preventive measures.
