摘要
医联体建设与管理是提升基层医联体单位学科技术能力和服务能力的关键,通过文化融合、人才培训、信息平台系统建设等同质化管理,能够有效促进医联体合作单位学科能力的提升。但在管理实践过程中也存在人员下沉调配难度大,信息化共享平台成本投入高,功能设置无统一建设标准,双向转诊率改进效果不明显等问题。医联体要实现可持续发展,必须兼顾政府、医保、医院、社区及患者五方面的利益问题。
The construction and management of medical consortium is the key to improving the disciplinary technical capabilities and service capabilities of primary medical consortium units.It can effectively promote the disciplinary capabilities of cooperative units of the medical consortium through homogeneous management methods such as cultural integration,talent training,and information platform system construction.However,there are also problems in the process of management practice such as the difficulty of personnel sinking and deployment,the high cost of information sharing platform,the lack of unified construction standards for function settings,and the insignificant improvement effect of the two-way referral rate.To achieve sustainable development,the medical consortium must take into account the interests of the government,medical insurance,hospitals,communities,and patients.
