大数据在法治政府评估实践中的应用、问题及对策

借力大数据对法治政府建设进行评估,有利于优化评估模式、丰富数据信息来源、增加评估准确性、提高评估的效能从而形成长效的动态监测机制。然而在实践中却存在对大数据应用的认识和思维误区、功能转化和技术安全方面的瓶颈、评估运行体制机制方面的障碍等诸多问题。优化大数据在法治政府评估中的应用,必须构建科学的法治政府评估大数据信息体系、不断优化数据存储,政府层面还应当进一步推进数据开放共享,同时还要重视复合型人才队伍建设。

Evaluating the building of a law-based government by virtue of big data is beneficial to optimize the evaluation mode,enriching the data information sources,and increasing the accuracy of the evaluation,in order to form a long-term dynamic monitoring mechanism.However,there are misunderstandings,technical and institutional barriers in the practice of big data evaluation of government under the rule of law.To optimize the application of big data in the evaluation of government under the rule of law,it is necessary to establish a scientific big data information system for the evaluation of government under the rule of law,constantly optimizing data storage,further boosting the open sharing of data,and pay attention to the construction of compound talent team at official level.
