我国“村改居”社区公共体育服务治理机制的问题分析与优化对策

我国“村改居”社区公共体育服务治理机制目前存在的主要问题包括:项目制机制难以满足居民公共体育服务的多元需求;法治机制在公共体育服务治理中处于“嵌入不能”的状态;非正式制度机制尚未在公共体育服务治理中得到有效利用;志愿服务机制尚未在公共体育服务治理中得到充分激活。在优化“村改居”社区公共体育服务治理机制上,一是要完善公共体育服务治理项目制机制的调研、论证、追踪、反馈等程序,促进项目制机制与居民自治的互动;二是理顺社区各主体间的法治关系,使法治机制切实嵌入公共体育服务治理中;三是引导社区重视民俗体育活动开展与民俗体育社团培育,使非正式制度机制深度融入公共体育服务治理中;四是制定《社区体育志愿者发展计划》等发展规划,充分激活公共体育服务治理志愿服务机制。

The main problems existing in governance mechanism of public sports service in Chinese village to community include project system mechanism is difficult to meet diversified needs of residents'public sports service;legal mechanism is in the state of embedding cannot in governance of public sports service;informal institutional mechanism has not been effectively used in governance of public sports service;voluntary service mechanism has not been fully activated in public sports service governance.In order to optimize governance mechanism of public sports service in village to community,the first is to improve investigation,demonstration,tracking,feedback and other procedures of public sports service governance project mechanism,so as to promote interaction between project system mechanism and residents'autonomy;the second is to straighten out legal relationship among main bodies of community,so that legal mechanism can be effectively embedded in public sports service governance;the third is to guide community to attach importance to development of folk sports activities and cultivation of folk sports associations,so that informal system mechanism can be deeply integrated into governance of public sports services;the fourth is to formulate development plan of community sports volunteers to fully activate voluntary mechanism of public sports service governance.
