地方高校实验室建设项目评审方法创新与实践--以湖南工学院为例

Innovation and Practice of Evaluation Method for Laboratory Construction Projects in Local Universities:Taking Hunan Institute of Technology as an Example

实验室建设项目评审是解决中央财政支持地方高校发展专项经费用好、用准的关键。分析了实验项目建设和评审中存在的问题及其形成原因,从顶层设计、管理创新、观念更新、制度建设、增大投入与规范申报、评委库建立、信息化平台建设、评价指标体系构建等几个方面进行了探索和实践。实践应用表明,一系列的改革和创新,有效地解决了实验项目建设和评审中存在的问题,有力助推了我校中央财政支持地方高校发展专项资金使用的科学性、合理性、精准性。

The evaluation of laboratory construction project is the key to solve the problem that the central government supports the development of local colleges and universities with good cost and accurate application.This paper analyzes the problems existing in the construction and evaluation of experimental projects and the reasons for their formation.It explores and practices the top-level design,management innovation,concept renewal,system construction,increasing investment and standard declaration,the establishment of judges'database,the construction of information platform,and the construction of evaluation index system.The practical application shows that a series of reforms and innovations have effectively solved the problems existing in the construction and evaluation of experimental projects,which is helpful to promote the scientificity,rationality and accuracy of the central financial support for the use of special funds for the development of local universities.
