国内国际双循环新发展格局:历史溯源、逻辑阐释与政策导向

China’s Double-circulation New Development Pattern:Source, implications and Policy Orientation

面对国内社会主要矛盾变化和国际不确定性增加,我国适时提出了构建国内国际双循环新发展格局。在双循环中,国内大循环与国际大循环是辩证统一的,畅通国内大循环是双循环的前提,而畅通国际大循环则是双循环的支撑和保障。我国正处在全面深化改革和全方位对外开放关键期,要以长期全局视角认识双循环的自主性和必然性,加快推进形成新发展格局。一方面,重点畅通国内大循环,以供给侧结构性改革为重点推进国内经济充分平衡发展;另一方面,稳步推进国际大循环,以规则制度型开放为重点推动构建更高层次开放型经济。从长远看,我国应积极推进构建人类命运共同体,以新的基于规则的国际治理为重点建设开放型世界经济。

At present, confronted with the principal contradiction in that domestic change and global uncertainty is increasing, China put forward double-circulation new development pattern. In the double circulation, the international circulation and the domestic circulation are the dialectical unification. Unblocking the domestic circulation is the premise, and unblocking the international circulation is the support and guarantee. China is in a critical period of comprehensively deepening reform and opening up to the outside world. We need to understand the autonomy and inevitability of the double circulation from a long-term and overall perspective, and accelerate the formation of the new development pattern. First, we should unblock the domestic circulation and the focus should be on promoting full and balanced development of the domestic economy with the focus on structural reform. Then, we should steadily advance the international circulation and build an open economy at a higher level, the focus of which should be on rule-based openness. In the long run, China should actively promote the building of a community with a shared future for mankind and construct an open world economy with the focus on new rule-based international governance.
