城市地下综合管廊PPP项目VFM定量评价模型构建 被引量:1

摘要 伴随我国城镇化率的提高,城市管线老化问题越来越突出,地下综合管廊的优点愈发显著,但是投资大、回收期长使其不被广泛应用。此时,政府和社会部门合作模式(PPP)的出现有利于转变政府职能,减轻财政负担,合理分担风险,同时也使得社会部门获益。但PPP模式并不适合所有基础设施,因此需引入“物有所值”(VFM)定义来判断PPP模式是否可以应用于地下综合管廊。文章主要以VFM定量评价为研究核心,综合国内外文献,对VFM和PPP概念进行深入分析,绘制出VFM定量评价框架图,在项目识别阶段和采购执行阶段给出两种PPP值计算方法进行比较。根据PPP模式在我国发展遇到的问题和其特征,构建出VFM定量评价模型,并将其应用于厦门市翔安新机场PPP项目,验证了新建模型的可行性,为我国政府选择何种模式提供了科学的依据。 As the urbanization in China develops,urban pipelines come to perish and the advantages of the utili⁃ty tunnel are remarkable gradually.However,large investment and long payback period make it not widely used.At this time,the emergence of the cooperation mode between government and social sector(PPP)alleviates the fi⁃nancial pressure of government and benefits social capital at the same time,but PPP mode is not suitable for all infrastructure,therefore,it is necessary to introduce the definition of“value for money(VFM)”to judge whether PPP model can be applied to underground utility tunnel.This paper takes the quantitative evaluation of VFM as the research core,comprehensively studies a lot of literature at home and abroad,makes a deep understanding of the concepts of VFM and PPP,and draws the framework of quantitative evaluation of VFM.In addition,two meth⁃ods of PPP value calculation are innovatively compared in project identification stage and procurement execution stage.In the light of the difficulties encountered in the development of PPP model,a quantitative evaluation mod⁃el of VFM was constructed and applied to the new airport PPP project in Xiang’an,Xiamen,which demonstrates the feasibility of the new model and provides a scientific basis for our government to do a better choose.
