数字人民币的发行和运营:商业银行的机遇与挑战研究

Issuance and Operation of Digital RMB:Research on Opportunities and Challenges of Commercial Banks

经过六年的研究和开发之后,由中国人民银行主持发行的法定数字货币(DC/EP,Digital Curren⁃cy/Electronic Payment)进入封闭试点测试阶段,预计正式向社会公众发行将为时不远。在我国货币发行与运营体系中,商业银行处于极为重要的一环。本文基于现有公开信息,对数字人民币的发展历程和发行特点进行了总结,据此分析了商业银行在数字人民币发行和运营过程中的机遇和挑战,最后针对性地提出了政策建议和应对策略,以期对数字人民币的健康发行和商业银行的稳健运行提供理论借鉴。

After six years of research and development,the legal digital currency(DC/EP,Digital Currency/Electronic Payment)issued under the auspices of the People's Bank of China has entered the closed pilot test stage,and it is expected that it will not be too long to be officially issued to the public.In China's currency issuance and op⁃eration system,commercial banks are in an extremely important link.Based on the existing public information,this article summarizes the development history and issuance characteristics of digital RMB.Based on this,it analyzes the opportunities and challenges of commercial banks in the issuance and operation of digital RMB,and finally puts forward policy recommendations and countermeasures,so as to provide theoretical reference for the healthy issuance of digital RMB and the steady operation of commercial banks.
