论“国家安全学”的门类地位与“情报学”一级学科问题

The Category Status of"National Security Studies"and the First-level Discipline of"Intelligence Studies"

[目的/意义]当前,需要以总体国家安全观为指导、以《国家安全法》为依据,进一步深入研究国家安全学学科建设问题。[方法/过程]为此,需要根据总体国家安全观和新《国家安全法》及《国家情报法》,科学分析和探讨"国家安全学"的学科性质和学科地位,研究国家安全学学科体系中的情报学、警察学、军事学等学科的应有地位。[结果/结论]国家安全学是综合运用包括自然科学技术和人文社会科学两大领域众多学科解决国家安全问题的"综合学科",而不是两门学科交叉形成的"交叉学科"。根据总体国家安全观对当代国家安全概念的科学界定和《国家安全法》对各种国家安全问题的法律规范,与总体国家安全观及《国家安全法》相匹配的总体性、综合性"国家安全学"在专业目录中应居于"学科门类"地位。在具有"综合学科"性质和"学科门类"地位的"国家安全学"下,依据《国家安全法》和《国家情报法》对"情报"概念的规范,可设立与科学的"情报"概念及《国家情报法》相一致、相匹配的名副其实的"情报学"一级学科,同时把当前专业目录中与图书馆学、档案学并列的"情报学"更名为"信息资料管理"。此外,保密学、海关学、边疆学等,也可归置到"国家安全学"门类中进行建设。

[Purpose/Significance]At present,we need to take the overall national security concept as the guide and the"National Security Law"as the basis to further improve the construction of the national security discipline.[Method/Process]On the one hand,it is necessary to accelerate the inclusion of national security studies in the catalogue of higher education majors as soon as possible.On the other hand,it is necessary to upgrade the"national security discipline"to an overall and comprehensive"discipline category"that matches the overall national security concept,the"National Security Law"and"National Intelligence Law",besides,set up a number of first-level disciplines under the category,including"intelligence studies".[Result/Conclusion]National security studies is a"comprehensive discipline"that comprehensively uses many disciplines in the two fields of natural science and social science to solve national security issues,rather than an"interdisciplinary"subject formed by the intersection of two disciplines.Under the status of"discipline category"and the nature of"comprehensive discipline",in accordance with the"National Security Law"and"National Intelligence Law"on the concept of"intelligence",a veritable first-level discipline of"intelligence studies"that is consistent with the Chinese word"intelligence"and the"National Intelligence Law"can be established under the category of"national security".At the same time,we should rename"intelligence studies",which is listed alongside library studies and archival studies in the current professional catalogue to"information management".
