后斯诺登时代五眼联盟网络安全战略研究对我国的启示

The Enlightenment of the Research on the Cyber Security Strategy of the Five Eyes Alliance in the Post-Snowden Era to China

[目的/意义]网络时代,网络空间已成为世界各国权力角逐的新战场。通过对后斯诺登时代五眼联盟网络安全战略进行研究,希望对我国网络空间治理有所启示。[方法/过程]该文以美国作为五眼联盟的代表,分析在后斯诺登时代(2013年以后)从国家层面所采取的网络安全战略。利用历史分析法和文献研究法分别从网络安全战略、机构设置和人才培养三个方面展开研究。[结果/结论]研究表明,美国在以上三方面采取的措施有助于强化网络安全管理,也值得我国在网络空间治理中进行借鉴。

[Purpose/Significance]In the Internet era,cyber space has become a new battleground for power competition among countries around the world.Through the research on the cyber security strategy of the Five Eyes Alliance in the post-Snowden era,this paper hopes to provide certain enlightenment to China’s cyberspace governance.[Method/Process]Taking the United States as the representative of the Five Eyes Alliance,it analyzes the cyber security strategies adopted at the national level in the post-Snowden era(after 2013).From the three aspects of the cyber security strategy,the establishment of institutions and personnel training,the research is carried out using the historical analysis method and the literature research method.[Result/Conclusion]The research shows that the measures taken by the United States in the above three aspects are helpful to strengthen the management of cyber security,which is also worthy of reference in China’s cyberspace governance.
