组织资源对开放政府数据实施的影响--基于回归和模糊集定性比较分析

Effect of Agency’s Resources on the Implementation of Open Government Data:Qualitative Comparative Analysis Based on Regression Analysis and Fuzz-Set

[目的/意义]识别开放政府数据实施的影响因素以及因素之间的相互作用机制,有助于促进开放政府数据更好地深入开展。[方法/过程]该研究着眼微观层面单个部门开放政府数据的实施情况,基于资源基础理论构建分析框架,运用回归模型和模糊集定性比较分析法探索开放政府数据实施的影响因素及组态分析。[结果/结论]回归模型结果显示技术能力、组织安排和规章制度对开放政府数据实施有显著的正向影响;定性比较分析结果发现三条组态路径,回应了技术能力不同的部门重点调整的方向和重点。本研究丰富了现有开放政府数据实施的研究成果,为数据开放实践提供参考。

[Purpose/Significance]Recognizing the influencing factors of the implementation of open government data(OGD)and the interaction mechanism between factors contributes to the promotion of OGD in depth.[Method/Process]This study concentrates on the implementation of OGD for individual departments at the micro level,constructs an analysis framework based on resource-based theory,uses regression model and fuzz-set qualitative comparative analysis(QCA)to explore the influencing factors and conducts configuration path analysis of the implementation of OGD.[Result/Conclusion]Regression model results show that technical capacity,organizational arrangement and regulations have positive effect on the implementation of OGD.The QCA results recognize three configuration paths,which respond to the directions and focuses of adjustments by departments with different levels of technical capacity.This research enriches the existing studies of OGD implementation and provides references for OGD practice.
