政府就创业促进政策影响台生在大陆发展意愿研究

How Do Chinese Mainland’s Employment Promotion Policies Affect Taiwan Residents Students’Career Plans?

大陆各级政府在进入新时代后连续出台各种优惠政策,以吸引台生赴大陆发展。本文以政策工具理论作为理论基础,针对硬、软两种政策工具,构建出“政府政策-社会组织帮扶-台生发展意愿”的逻辑分析框架。同时通过政策文本量化分析、回归分析和定性比较分析相结合的混合研究方法,分析“31条惠及台胞措施”中促进就业创业政策对台生在大陆发展意愿的影响程度以及影响路径机制。分析结果表明:(1)地方就创业政策重点关注就业领域和倾向于使用硬政策工具;(2)行业准入政策是影响大陆台生在大陆发展意愿的关键政策,而公共服务便利化则是影响台湾台生在大陆发展意愿的核心政策;(3)社会组织帮扶措施在政府就创业促进政策对台生在大陆发展意愿的影响机制中扮演部分中介角色;(4)硬、软两种政策工具构成的政策组合是影响台湾青年在大陆发展意愿的主要路径。

In order to attract students from Taiwan to individual development in the China's Mainland,the Chinese Mainland’s government at all levels sustained implement all kinds of preferential policies since the New Era.This paper would use the theory of Policy Instrument,as the rationale,to build the framework of“the Policies of Employment and Starting a Business from Government—the Supportive Measures of Social Organization—the Development Aspiration of Students from Taiwan in the China's Mainland”.At the same time,the paper would use the integrative multi-method that contained the quantitative analysis of policy texts,regression analysis and qualitative comparative analysis,which analyzed the influencing mechanism and pathway of the accelerated policies of employment and starting a business,in the“31 Measures to Benefit Taiwan Compatriots”,to influence the development aspiration of students from Taiwan.There are some results to show in this article.To begin with,the local government prefer to use“Hard”policy instruments and pay attention to employment of Taiwan compatriots.Secondly,the policy of professional admittance is the key policy that the development aspiration of Taiwan’s Students who study in the China's Mainland,and the facilitation of public service is the key policy that the development aspiration of Taiwan’s Students who study in Taiwan.Thirdly,the Supportive Measures of Social Organization play an intermediate role between the accelerated policies of employment and starting a business from government and the development aspiration of students from Taiwan,incompletely.Fourthly,it was clear that the policy combination of“Hard”and“Soft”Policy Instruments are the main pathway which affect the development aspiration of Taiwan’s Students.
