Based on the analysis of the influencing factors such as constitution and regulations of law, behavioral principles, institutional supply cost and institutional supply mode, we can see that the current cooperation of local governments in China is facing difficulties, such as lack of effectiveness of power exercise, implementation of cooperation is hindered, deviation of cooperation target and weakened motivation for participation.
