区域治理体系现代化视阈下府际关系再调整

Readjustment of Intergovernmental Relations from the Perspective of Modernization of Regional Governance System

区域治理体系中的府际关系是区域治理体系的重要内容,与区域治理体系现代化关系密切。区域治理体系现代化既是区域治理体系的科学化、民主化和法治化的过程,也是区域府际关系不断调适的过程。府际关系唯有与区域治理体系现代化相适应,才能为其开辟道路。我国现有的区域府际关系不完全适应区域治理体系现代化的内在要求,若要加快推进区域治理现代化进程,有必要从“体制内”和“体制外”两方面入手,持续加以调整。

The intergovernmental relationship in the regional governance system is an important part of the regional governance system,which is closely related to the modernization of the regional governance system.The modernization of regional governance system is not only a process of science,democray and legalization of regional governance system,but also a process of continuous adjustment of regional intergovernmental relations.Only an appropriate inter-governmental relationship can pave the way for the modernization of the regional governance system.The existing regional intergovernmental relations in our country do not fully meet the internal requirements of the modernization of the regional governance system.In order to speed up the modernization of regional governance,it is necessary to continuously adjust intergovernmental relations from both"inside the system"and“outside the system”.
