《全面与进步跨太平洋伙伴关系协定》政府采购领域其他实体出价情况研究

Analysis of the Accession Offer of Other Entities in the Public Procurement Area of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership

我国加入《全面与进步跨太平洋伙伴关系协定(CPTPP)》前景可期,急需开展相关出价研究工作。本文主要以《政府采购协定(GPA)》其他实体出价情况为比对基准,研究CPTPP成员方关于政府采购领域其他实体方面的出价情况,总结CPTPP其他实体出价与GPA其他实体出价的异同,结合CPTPP出价规律及GPA出价经验,针对我国可能CPTPP其他实体出价准备工作提出参考建议。

China's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership(CPTPP)is hopefully to come true,and it is urgent to carry out relevant research work.Based on GPA members’accession offer of other entities,this paper studies CPTPP members’accession offer of other entities in the area of public procurement,summarizes the similarities and differences of the accession offers of other entities between CPTPP and GPA,and puts forward some suggestions on the research and preparation of China’s possible offer of other entities in the area of public procurement of CPTPP based on the current offer rules of CPTPP and the offer experience of GPA.
