中国参与涉渔国际组织现状、问题与对策建议

Research on the current situation and strategies of China involving in fishery related international organizations

本文通过调研联合国粮农组织、亚太水产养殖中心网和世界渔业中心等涉渔国际组织,深入研究中国参与涉渔国际组织合作的主要途径、领域和方式,探析当前涉渔组织合作的成效及存在问题,探讨了中国和涉渔国际组织未来合作的建议,从而提升中国渔业和水产养殖国际影响力和话语权。当前合作主要问题包括:一是国内相关机构对涉渔国际组织的构架和职能运作不够了解,对借助国际组织平台扩大中国渔业国际影响力的意识有所欠缺;二是国内机构和国际组织合作渠道类型相对单一,国际合作的深度不足,尚未建立类似ODA的国际合作经费和立项机制;三是在国际组织任职的中国籍员工较少,国内具有国际视野的领军专家也较缺乏等问题。本文提出从政府层面统筹规划,主动参与涉渔国际组织的治理工作,积极提出热点问题的项目和合作计划;结合“一带一路”和南南合作战略,借助渔业国际组织平台,建设卓越中心,设计国际合作项目;加强知识分享网络和示范中心建设,加大对外技术指导和推广服务,促进技术转移和产业综合发展;制定国际型人才培养方案,打造渔业和水产养殖国际合作队伍和推出国际组织在岗培养计划;通过国际组织平台,打造产业联盟,促进产业合作,推动我国渔业走出去战略的顺利实施等对策。

This paper studies on the current situation and strategies of China involving in fishery related international organizations by field visit,such as FAO fishery and aquaculture department,Network of Aquaculture Centres in Asia-Pacific and WorldFish Center.It mainly focuses on the cooperation projects,training,seminars and capacity building,and it analyzes the main existing problems during the international cooperation.It also discusses the key areas and ways for future cooperation.In the current cooperation process,there are many problems.Firstly,domestic relevant institutions do not have a good understanding of the framework and functions of fishery international organizations,and lack of the awareness of expanding the international influence of China's fishery through the platform of international organizations.Secondly,the cooperation channels of domestic institutions and international organizations are relatively single,and the depth of international cooperation is insufficient.No funding and project approval mechanism similar to ODA has been established.Thirdly,there are fewer Chinese employees working in international organizations and fewer leading experts with international vision in China.In view of the problems existing in the field of international cooperation in China,it is proposed to actively participate in the governance work of international organizations related to fishery,and actively propose projects and cooperation plans on hot issues.In combination with the“The Belt and Road”and the“South-South cooperation”strategies,international cooperation projects will be designed with the help of the platform of fishery related international organizations.This will also strengthen the construction of knowledge sharing networks and demonstration centers,increase technical guidance and extension services to other countries,and promote technology transfer and comprehensive industrial development.In addition,developing international talent training programs,building international cooperation teams in fishery and aquaculture,and launching on-the-job training programs for international organizations are put forward.At last,the industry alliance will be established to promote industrial cooperation and promote the smooth implementation of China's fishery going-out strategy.The results aim at providing advices for our country to formulate the fishery related international cooperation and development strategies,improving China's voice in the fishery related international organization and enhancing the international influence of China's fishery and aquaculture.
