安徽省农业水旱灾害主观因素及对策建议

Influencing Factors and Countermeasures of Agricultural Flood and Drought in Anhui Province

通过安徽省水库建设情况、除涝面积、有效灌溉面积及水土流失治理四个方面分析水旱灾害严重的因素。研究发现安徽省水库建设速度慢,水库建设质量不高,无法在水旱灾害发生时提供必要保障,除涝面积增长缓慢,侧面反映除涝设施建设不足。有效灌溉面积较低,农业生产无法得到有效灌溉。水土流失治理不足,导致水土流失严重。提出安徽省必须从水库建设和修复、加强农田基础设施建设和加强水土流失治理方面入手来减轻水旱灾害带来的影响。

This paper analyzes the serious factors of flood and drought in Anhui Province from four aspects:reservoir construction,waterlogging area,effective irrigation area and soil erosion control.The results show that the reservoir construction speed in Anhui Province is slow,the quality of the reservoir construction is not high,and the necessary guarantee can not be provided when the flood and drought disasters occur.The effective irrigation area is low,so the agricultural production cannot be effectively irrigated.Soil erosion treatment is insufficient,resulting in serious soil erosion.At the same time,countermeasures and suggestions are put forward for the reservoir construction,waterlogging area,effective irrigation area and soil erosion control in Anhui Province.
