摘要
后疫情时代的到来对社会经济发展产生系统性影响。作为我国现代商务服务业的重要组成部分,人力资源服务业发展面临哪些挑战和机遇,如何更好地支撑国民经济社会发展亟待新的理论指导。本研究基于疫情防控常态化下国家和湖北省发布的44件人力资源服务政策文本,运用内容分析发现,确保劳动者健康安全、恢复巩固提升各行业产业链是人力资源服务政策的一条主线;业务需求结构变化、数字技术应用和行业发展整合是我国人力资源服务业发展的主要挑战;营商环境优化、服务项目创新、新兴产业发展等则为人力资源服务业发展带来重大机遇。人力资源服务业既要以劳动者健康安全为中心,适应人力资源市场变化和人力资源服务新需求,也要应用现代数字技术,加快人力资源服务业重构,并深化与社会和政府对话,在支撑国家重大战略实施中实现转型发展。
The arrival of the post-epidemic era has a systemic impact on social and economic development.As an important part of modern business service industry,human resource service industry faces new challenges and opportunities.How to promote the development of the industry need new theoretical guidance.This paper collects 44 policies issued by China’s State Council and Hubei province about the industry under the normalization of epidemic prevention and control.Using context analysis,this paper finds that ensuring the health and safety of workers,restoring and consolidating the industrial chain of various industries is a main line of those policies;Changes in business demand structure,digital technology application and industry development integration are the main challenges,while optimization of the business environment,service project innovation,and the development of emerging industries have brought new opportunities for the development of the industry.Finally,this paper suggests that transformation of the industry and supporting the implementation of major national strategies should not only focus on the health and safety of workers,adapt to the changes in the human resource market and provide new service,but also apply modern digital technology to accelerate the restructuring of the industry,and deepen the dialogue with society and the government.
