协商民主理论视野下的征收拆迁协商

Land Expropriation Deliberation in the Perspective of Deliberative Democracy

作为实现党的领导的重要方式,协商民主是征收拆迁工作应有之义。在征收拆迁工作中,有必要优先协商、充分协商,以发挥协商民主的促进作用。然而,就目前实际情况来看,尽管征收拆迁协商已有丰富实践经验,但也面临严峻挑战。主要体现为协商意愿不强、协商深度不够、协商合作不优、协商环境不佳。为进一步做到优先协商、充分协商,以便更好发挥协商民主在征收拆迁工作中的重要作用,需要从把握边界、完善程序、提升素养、引导群众四个方面健全完善协商机制。

As an important way of effecting Party leadership,deliberative democracy is the deserved meaning of land expropriation.In order to make the expropriation more successfully,it is necessary to give priority to deliberation and deliberate fully.However,as far as the current situation is concerned,although the deliberation is widely practiced and plays a great role in promoting the expropriation,the challenges it faces are equally unquestionable.The main challenges have four aspects,namely weak willingness to deliberate,insufficient deliberation depth,poor cooperation,and bad deliberation environment.For the purpose of better deliberation,the article gives some advices,which include grasping the deliberative boundary,improving the deliberative procedures,enhancing related subjects’deliberative literacy,and guiding the public effectively.
