全媒体时代政务公开中的公文“形式主义”探析

Analysis of the Official Document"Formalism"in the Government Openness under the All-Media Era

以全程、全息、全员、全效为特征的全媒体为现代政府管理和服务的公开性、透明性提供了支持与挑战。在实际情形中,经由全媒体的聚焦与放大,政务公开中的公文写作与管理凸显了一些值得注意的形式主义的倾向,如行文避重就轻惹争议、宣传性公文表里不一、公文实质缺失空流转等。对此形式主义弊病,政务公文应更强调客观性、逻辑性、务实性,以体现职权者主观上积极作为、客观上能责相当;在事实与观点具有无限表达可能性的全媒体语境中,政务公文应成为政府意志和公众意愿的载体,表现出自身的竞争性和权威性。

Today's all-media context supports and challenges the openness and transparency of modern government management and services.In the actual situation,through the focus and amplification of the all-media,the writing and management of official documents in the government openness have appeared some noticeable formalism.For example,some official documents are written in a way that avoids the important issues and neglects the logic;some official documents about propaganda are not what they look like and some official documents have no substantial content.In response to this formalism,government documents should be more objective,logical and practical,and should be the carrier of the government's will and the public's will in the context of the allmedia,where facts and opinions can be expressed without limit,show their own competitiveness and authority.
