甘肃省“三线一单”编制过程中区域发展面临的战略问题研究

Research on the Strategic Issues Faced by Regional Development in the Process of Compiling"Three Lines and One Order"

战略性问题分析是“三线一单”编制过程的一项重要工作任务,也是生态保护红线、环境质量底线、资源利用上线划定和生态环境准入清单制定的重要工作基础。本文基于甘肃省“四屏一廊”的生态安全格局,将其分五大片区,在梳理整理各个片区战略定位、主体功能区划、生态功能、经济、人口、水资源、土地资源的基础上,初步分析五大片区发展面临的战略性问题,并据此提出各个片区在“三线一单”编制中应重点关注的问题。

Strategic problem analysis is an important task in the preparation process of"three lines and one order",and it is also an important work foundation for the ecological protection red line,the bottom line of environmental quality,the delineation of resource utilization and the formulation of the ecological environment access list.This paper divides it into five major areas based on the ecological security pattern of“four barriers and one corridor”in Gansu Province,analyzes the strategic issues facing the development of the five areas on the basis of sorting out the strategic positioning,main functional zoning,ecological functions,economy,population,water resources,and land resources of each area,and then puts forward the issues that should be paid attention to in the preparation of"three lines and one order"in each area.
