民族地区基层法治的蜕变与振兴

Study on the the Transformation and Revitalization of the Rule of Law at the Grassroots Level in Ethnic Areas

历史的经验表明,中国民族地区基层治理处于不断变化和探索的过程,经历了从传统到现代化的历史进程,而法治则是民族地区基层善治的必然选择。民族地区基层法治经历了不同的发展阶段,并取得了巨大成就,逐渐实现了基层法治的蜕变与振兴。当前,民族地区基层法治体系基本形成,基层法治文化实现转型,"送法下乡"推进民族地区乡村司法完善,基层少数民族权益法治保障不断提升。进入新时代,要继续坚持党的统一领导,依法发展民族区域自治制度,完善民族地区"三治合一"乡村治理体系,加强民族地区基层司法改革,实现民族地区基层法治的振兴,为乡村振兴提供保障,推进国家治理现代化。

Historical experience shows that the grass-roots governance in ethnic areas in China is in a process of constant change and exploration,and has gone through a historical process from tradition to modernization,while the rule of law is the inevitable choice for good governance at the grass-roots level in ethnic areas.The grass-roots rule oflaw in ethnic areas has gone through different stages of development and made great achievements,gradually realizing the transformation and revitalization of the grassroots rule of law.At present,the grass-roots rule of law system in ethnic areas has basically formed,the grass-roots rule of law culture has realized transformation,"sending the law to the countryside"has promoted the improvement of rural judicial system in ethnic areas,and the legal protection of the rights and interests of ethnic minorities at the grass-roots level has been continuously improved.In the new era,we should continue to adhere to the unified leadership of the party,develop the system of regional ethnic autonomy in accordance with the law,improve the rural governance system of"three governance in one"in ethnic areas,strengthen the judicial reform at the grass-roots level in ethnic areas,realize the revitalization of the rule of law at the grass-roots level in ethnic areas,improve the protection for rural revitalization,and promote the modernization of national governance.
