Shenzhen Demonstrates First in Reforming Government Procurement to Optimize Business Environment--The New Challenges after the Implementation of Shenzhen’s 2020 Centralized Procurement Catalog

2020年4月13日,深圳市财政局正式印发《深圳市2020年政府集中采购目录及限额标准》,出现公开招标数额大幅提高、社会采购代理机构业务比重大幅增加等重大变化,对全市采购工作提出了更高要求。本文通过分析深圳市2020年集采目录公布后对市政府采购工作造成的影响及挑战,结合对代理机构的调研情况提出相关对策建议。

On April 13,2020,the Municipal Finance Bureau formally issued the"Shenzhen’s 2020 Centralized Government Procurement Catalog and Quota Standards".There have been major changes such as a substantial increase in the amount of public bidding and a substantial increase in the proportion of social procurement agency business.This article analyzes the impact and challenges of government’s procurement work after the announcement of Shenzhen’s 2020 centralized procurement catalog,and puts forward relevant countermeasures and suggestions based on the investigation of agencies.
