新乡贤参与乡村治理的困境与出路

The Dilemma and Outlet of Xinxiangxian Participating in Rural Governance

改革开放以后,我国经济社会快速发展,城乡一体化进程不断加快。但在此过程中,乡村人口大量流失,精英人才定居城市,乡村出现空心化、老龄化的现象。新乡贤可以整合乡村现有资源,促进乡村经济和社会的发展,发挥示范和推动作用,但目前新乡贤参与乡村治理陷入主体缺位、制度性保障缺失、乡村基础设施不到位等困境。文章提出,通过培育和发展乡贤文化、建设制度环境、营造良好社会氛围等措施完善新乡贤参与乡村治理的思路。

After the reform and opening up,China’s economy and society have developed rapidly,and the process of urban-rural integration has continued to accelerate.However,in this process,a large number of rural population was lost,elite talents settled in cities,and hollowing out and aging phenomena appeared in rural areas.Xinxiangxian can integrate the existing resources in the countryside,promote the development of the rural economy and society,and play a role in demonstration and promotion.However,at present,Xinxiangxian’s participation in rural governance has fallen into the dilemma of lack of main body,lack of institutional guarantees,and inadequate rural infrastructure.The article proposes to improve the thinking of Xinxiangxian participating in rural governance by cultivating and developing Xiangxian culture,building an institutional environment,and creating a good social atmosphere.
