在以乡村振兴为基础、城乡要素双向流动、促进我国经济高质量发展的背景下,盘活农村土地资源是一种发展趋势。文章从禀赋效应视角解释农户退出土地成员权的行为规律,样本区域内农户土地承包权退出的禀赋效应均值为2.83,现用宅基地资格权退出的禀赋效应均值13.89,闲置宅基地资格权退出的禀赋效应均值为4.78。由于禀赋效应的客观存在,成功的农村土地产权制度改革必须以改革绩效超过农户禀赋效应值作为基本的要求。

Under the background of rural revitalization and the two-way flow of urban and rural elements to promote the high-quality development,it is a trend to revitalize farmers'land membership resources.From the perspective of endowment effect,this article explains the law of behavior of farmers withdrawing land membership rights,in the sample area,the average endowment effect of farmers’land contracting rights payout is 2.83;the current homestead qualification rights is 13.89,and the idle homestead qualification rights is 4.78.Due to the existence of the endowment effect,the successful reform must be based on the reform performance exceeding the effect value of farmers’endowments.
